When will Google's new navigation bar rollout be complete?

I was under the impression that this rolled out to the public back in mid February.  I'm currently a Google Apps customer and still don't have the updated UI.

Over the past month, all of my accounts slowly got the new bar.  It may not be fully rolled out everywhere at this moment -but it has for me.
